When rapists, phaedophiles, murderers, and drug barons ride easily over the legal system, are people justifed in becoming vigilantes? The explores this subject of vigilante killers with a slight twist. In this film the killer is a policeman. The film begins with Detective Turk played by De Niro confessing to killing 14 people during his time in NYPD homicide. He trys to explain why the justice system originally started and provoked his gradual spiral into mental imbalance . He says began a long time ago after watching a child-killer walk away unpunished. Detective Turk then framed him using planted evidence for a different crime. Now, justice had been meted out for the victim. His long-time partner, Rooster played by Al Pacino knew about his actions, but didn't stand in his way or say anything. He targets only the city's scumbags Clint Eastwood popularised this defintion). Pimps. A phaedophile priest. Leaders of drug gangs. Shooting from close range leaving behind no evidence except only short verses of poetry that explain the why the victim was slain.
