Civil Enforcement Officer  The Road Traffic Management Act (1991) will be replaced by the Traffic Management Act (2004).  What are the changes?

Parking Wardens or Attendants under the new Act will become known as "Civil Enforcement Officers" and additional powers have been given to them.

They will deal with issues such as double parking, parking on yellow lines, parking across dropped kerbs and stopping near to or on a pedestrain crossing (ie; within the zigzags).  Under the governments new Clean Heighbourhoods  and Environment Act the officers will have the power to issue tickets for crimes against the environment such as dog-fouling and dropping litter.

Under the Traffic Management Act, Christchurch will see the introduction of variable fines depending on the level of contravention.  Under the new system tickets issued for illegal parking will be at a rate of £70 or £50 dependant on the severity of contravention.  But rates will be discounted if the fines are paid promptly, within fourteen days, to the level of £35 or £25.
