Ray Tierney (Edward Norton) is a New York police officer who is part of a multi-generational police family. Tierney investigates a troublesome case that involves his older brother and brother-in-law, compelling the family to choose sides between their blood and the New York Police Department.

Truth, Honour, Loyalty, Family.  Who could you willingly sacrifice?

When four New York cops are killed in obvious ambush the whole police dept with the jitters.  Now the cops have got a police killer on the loose the case is top priority for the chief of detectives, Frank Tierney (Jon voight).  His son Det.Ray Tierney is to lead the investigation but Ray knows the dead cops were under his brothers supervision.

It appears to look like a drug bust gone wrong but as Ray digs deeper into the case, the possibility that the dealers were tipped off that the cops knew the location and were on their way.  An insider? A crooked cop? Worse still that the evidence is beginning to point to his brother and brother-in-law.  Family or Loyalty?  Which will win?
